§ 2. Grant of authority.

For construction or operation of a CATV System, there is hereby granted to Cable Operator for a period of fifteen (15) years for the effective date of this franchise the non-exclusive right and privilege to construct, erect, operate, and maintain in accordance with Section 621 of the Act, in the franchise area of the County, poles, wires, cables, underground conduits, manholes, and other conductors and fixtures necessary for the construction, maintenance, and operation in the county of a CATV System. It shall be the duty of the Cable Operator to obtain all necessary easements, permits, and licenses necessary for the construction of such system.
